Hammond forwards an Extract of a Despatch addressed to Lord Lyons on General Scott's proposal for the Joint occupation of a separate portion of the Island of San Juan by one hundred Military with their appropriate arms only, and copies of correspondence instructing Rear Admiral Baynes accordingly.
With reference to my Letter of the 15th instant, I am directed by
Lord John Russell to transmit to you, to be laid before His Grace The
Duke of Newcastle, an Extract of a Despatch addressed to Lord Lyons
respecting the proposal of General Scott for the Joint occupation of
a separate portion of the Island of San Juan by one hundred Military
with their appropriate arms only.
I also inclose Copies of a Letter toto the Admiralty and of the answer returned by that Department, from which His Grace will see that
Rear Admiral Baynes will be instructed to carry out this arrangement on the part of Her Majesty's Government.

22 December 1859, advising
that the joint military occupation appears "quite fair and
reasonable."
Hammond to Secretary to the Admiralty, 22 December 1859, asking that
Admiral Baynes be instructed to land one hundred marines on San Juan
Island in accordance with the terms of the joint occupation.
