I am directed by Lord John Russell to transmit to you, to be laid
before His Grace The Duke of Newcastle, a copy of a despatch from Her
Majesty's Minister at Washington inclosing copies of Telegrams
received in that capital, the one being from Rear Admiral Baynes to
Her Majesty's Minister and the other from General ScottScott to the United
States Government, respecting the arrangement come to for a joint
occupation of the Island of San Juan.
Mr Elliot General Scott has proposed a joint military occupation of San Juan by
100 men—Governor Douglas' answer has not yet been received, but it
is believed that he will accept the proposition.
Telegram, Winfield Scott to J.B. Floyd, 27 October 1859, reporting his
proposal for a "temporary adjustment" was currently being considered
by Douglas and that concurrence was expected.
