I am directed by Lord John Russell to transmit to you, to be laid before His Grace The Duke of Newcastle, a copy of a despatch from Her Majesty's Minister at Washington inclosing copies of Telegrams received in that capital, the one being from Rear Admiral Baynes to Her Majesty's Minister and the other from General Scott

Scott to the United States Government, respecting the arrangement come to for a joint occupation of the Island of San Juan.
