I am directed by the Earl of Malmesbury to transmit to you, to be
laid before Secretary Sir E.B. Lytton, a copy of a despatch from Lord
Lyons, inclosing a copy of a Note which, in accordance with Lord
Malmesbury's instructions as communicated to you in my letter of the
25th of April, he has addressed to General Cassrespectingrespecting the
encroachments of American Citizens on the Island of San Juan.

discountenance the recent landing of its citizens on San Juan Island,
and advising that Britain would soon be prepared to
commence negotiations for settlement of the dispute.
