Enclosed is Napier, British Minister at Washington, to Malmesbury, 15 March 1859, advising that an appropriation of money had been noted by Congress for repayment of Douglas's claim.
With reference to your letter of the 11th Instant, I am directed by
the Earl of Malmesbury to transmit to you, for the information of
Secretary Sir E.B. Lytton, a copy of a Despatch from HerHer Majesty's
Minister at Washington, reporting that it is probable that Governor Douglas' claim against the Authorities of Washington Territory will
shortly be settled.
