I have the honor to forward herewith to your Grace a Memorial
               which has been handed to me by a Committee composed of some of
               the most respectable and influential Inhabitants of 
Vancouver's
                  Island, upon the subject of the occupation of the 
Island of San
                  Juan by 
Troops
Troops belonging to the Army of the United States of
               North America.
               
               2. Under the circumstances of the case, I have no objection to
               present the Memorial to Your Grace, and I feel sure that you
               will be gratified to learn that the most loyal and patriotic
               feelings have been everywhere exhibited by the British
               population of 
Vancouver's Island with reference to this movement
               upon the part of the Authorities of the United States.
