Hammond informs the CO that the Earl of Malmesbury concurs with Douglas on issuing a proclamation prohibiting all Boats and Vessels, not having a License from the Hudson’s Bay Company,
from entering Frazer’s River for the purpose of trade.
I am directed by the Earl of Malmesbury to acquaint you, in
reply to your letter of the 15th instant, that His Lordship
concurs in the Despatch which Sir Edward Bulwer Lytton proposes
to address to the Governor of Vancouvers Island on the subject
of a proclamation issued by that officer prohibiting all Boats
and Vessels, not having a License from the Hudson's Bay Company,
from entering Frazer's River for the purpose of Trade.
