I have the honor to acknowledge the receipt of your Circular Despatch, of the 6th September last, transmitting a copy of the "Merchant's Shipping Act 1854," and a letter addressed to the Colonial Department, by direction of the Lords of the Committee of Privy Council, for Trade, accompanying and referring to that Act.
