Colvile writes to Newcastle to acknowledge an earlier correspondence from Merivale, one that confirms the Government’s
relaxationof a rule on hiring labourers for Vancouver Island properties up to 100 acres in size.
In the minutes, Blackwood suggests that the Secretay of State inform Douglas of the relaxation of rules referred to in Merivale’s letter, and adds that such information is
scarcely requisite,given that the rules-concession affects HBC interests, principally.

I have the honour to acknowledge the receipt of Mr Merivale's
letter of the 14th Instant, stating that Her Majesty's Government
have no objection to the relaxation of the rule respecting the bringing
in of labourers by the purchasers of land in Vancouver's Island in cases
where the purchase does not exceed 100 acres, which will be attended to
in future.
