The minutes recommend that the Colonial Office’s reply to Gray’s initial inquiry on land leases be circulated (as seen in this despatch).

My dear Sir
My Brother Mr Richard Taylor has already communicated with you as he informed me before he left London, upon the subject of an application from Mr Nutter Gray on behalf of his Brother & others for a Lease of a Gold Vein discovered in Queen's Charlotte's Island in the North Pacific ocean.
I now beg to enclose a formal letter of application from Mr N. Gray to Sir John PakingtonManuscript image which my Brother & I shall feel much obliged to you to place in his hands.
