I have to acknowledge the receipt of your Despatch of the 8th April, reporting your arrival at Fort Victoria on the 10th of March, and the public perusal of your Commission as Governor and Commander in Chief in and over Vancouver's Island and its Dependencies.
You have acted correctly in deferring, under the circumstances of the case the nomination of your first Council as it is notincumbentManuscript image incumbent on you to make your first appointments to the Board until a sufficient number of settlers shall have arrived to afford you the opportunity of making a proper selection. At the same time it is expedient that no unnecessary delay should take place in constructing your Council, and establishing the prescribed institutions for the Government of the Colony.
