With reference to my Confidential Despatch dated the 6th February last I transmit to you herewith Copies of further correspondence between Sir E. Thornton and Mr. Fish respecting the census recently taken in San Juan by the United States authorities, and the form of note to be appended to the Census Returns, as explanatoryof of the circumstances under which British subjects had been included in the enumeration of the population of that Island.
