I am directed by the Lords of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 16th instant, specially confirming an Act passed in February, 1871, to amend and alter the Constitution of the Colony of British Columbia; and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.

I send this on, though merely formal, as I do not know whether you wish that any special Despatch should be sent out with reference to the establisht of Responsible Govt in B. Columbia. It would hardly seem necessary, as B. Columbia is so soon to merge with Canada.
