My Lord,
I have the honor to acknowledge Your Lordship's Confidential Despatch of the 3rd February with its enclosures respecting a Memorial said to have been signed by a number of residents in Victoria, andaddressedManuscript image addressed to the President of the United States with a view to his endeavouring to induce Her Majesty's Government to consent to the transfer of this Colony to the United States.
2. I transmit to Your Lordship copies of Despatches which have been recently interchanged by Mr Thornton and myself with reference to this subject. My reply to him contains all that really needbeManuscript image be said upon a matter, which I believe to be of no importance.
