I have the honor to acknowledge the receipt of Governor Seymour's despatch No. 49 of the 22 March and to convey to you Her Majesty's gracious confirmation and allowance of the Ordinance passed by the British Columbia Legislature and entitled No. 1 of 1869"AnManuscript image "An Ordinance respecting Pre-emption claims."
I transmit to you however for the consideration of the Council a copy of a report upon the provisions of that Ordinance by the Emigration Commissioners.
