With reference to my letter of the 8th instant, I am directed by the Earl of Clarendon to transmit to you, for the information of Earl Granville a copy of a despatch from Her Majesty's Minister at Washington, inclosing a copy of the Memorial presented to the American Senate praying that they would not consent to the question of the water Boundary of British Columbia being submitted to arbitration.
