With reference to your Letter of the 4th Instant, I am directed by the Earl of Clarendon to request that you will state to Earl Granville that the Observations of Governor Seymour in regard to the Extension to British Columbia of the Terms of a Reciprocity Treaty if negotiated with the United States will be borne in Mind.
