I have the honor to forward copy of a letter addressed to me by
Major Foster, Soliciting me torecommend recommend him to Your Lordship
for public employment. I enclose copies of testimonials he has
sent me from Sir Richard Airly and Sir William Codrington.
2. Major Foster has never served under me, and I cannot, ofcourse
course speak of his efficiency from personal knowledge. I
believe however that Governor Kennedy was fully satisfied with
the manner in which he performed the duties entrusted to him.
3. I have had no patronage here. Indeedmy my duty has been
principally confined to dismissing Public Officers and reducing
salaries.
