case of Capt. W.H. Franklyn of Vancouver's Island set forth in
the memorial presented on his behalf some time since; and who
had previously been brought to His Grace's notice by H.R.
Highness the Duke of Cambridge.

The answer had better accord with the one which has been sent to
the Governor. Say that His Grace has caused Mr F's application
to be noted but that disposable vacancies in the Colonial
Service are so limited in number that His Grace would not be
justified in holding him out much hope of employment.
