Seymour discusses a telegram he sent to the Colonial Office regarding Needham’s desire to be
Chief Justice [of the] Cape.Seymour discusses Needham’s merits and the difficulties British Columbia has endured with two chief justices. Cox’s minute suggests seeing Buckingham’s note on the subject of the chief justices of British Columbia. The included document relates why Buckingham received Seymour’s letter one day later from Rogers.

My Lord Duke,
On the 14th instant I ventured to send to Your Grace the
following Telegram,

2. It was sent at the request and expense of Chief Justice
Needham. I have only to say that he has given great
satisfaction as a Judge in this Colony. He is a man of
considerable energy, a good lawyer and keeps his court in
admirable order.
