Seymour forwards a memorandum from Young regarding reforms to how British Columbia remits funds to the Agents General to repay the interest and Sinking Funds loans. Robinson’s minute suggests sending Young’s memorandum to the Agents & Admiralty and notes that the Treasury’s approval would be required if the proposed arrangement was stated to be objectionable.Blake’s minute suggests waiting for approval from the Agents before sending to the Admiralty.

My Lord Duke,
I have the honor to forward for Your Grace's consideration a
Memorandum from the Acting Colonial Secretary on the subject of
theManner Manner in which remittances to the Agents General on account
of the interest and Sinking Funds of our loans might in his
opinion most conveniently be made.
2. Mr Young's plan appears to me free from objection and I
may add that we are under no particular obligations for Services
rendered by the Banks in the Colony.
