Seymour forwards a motion by De Cosmos calling for
an Address tobe sent
to Her Majesty on the subject of confederation with the Dominion of Canada.Seymour describes how most people in British Columbia feel about a union with Canada and discusses why British Columbia’s union with Canada is currently not possible. Cox minutes that a motion was made in
the Legislative Council for [an address in support of] Confederation with Canada,but the motion failed. Minutes by Cox, Elliot, and Buckingham discuss if the despatch should be sent to Monck and if Seymour should be notified that Seymour’s despatch was forwarded to Monck.

My Lord Duke,
Referring to my despatch No. 45, of the 14th May, I have the
honor to forward to Your Grace Copy of a Motionwhich
which was made
in the Legislative Council by Mr De Cosmos in favour of an
Address to Her Majesty on the subject of confederation with the

2. There is however a feeling with many persons in this Colony
that the best hopes of its progress are to be found in an
intimate Union with Canada. Thedifficulties

attract greater attention to this Colony than it now receives in

On the principle of keeping the Governor General informed
of everything bearing upon Canada, I should send Lord Monck a copy.
The local politicians are sure to hear of it and they ought not
to have information which the Governor has not.
