Due to British Columbia overpaying a bill for the
Royal Marines at San Juan,Seymour requests Buckingham to approve a draw of fifteen hundred pounds
to repay [the overpaid bill for Royal Marines] and to meet future charges on the same account.Cox’s minute states that the Treasury paid the bill mentioned in Seymour’s despatch and suggests sending the Treasury a copy of Seymour’s despatch. Minutes by Rogers and Cox discuss why Seymour asked for a larger amount of money than what is owed to British Columbia for the

My Lord Duke,
The sum of Two hundred and six pounds eleven shillings and seven
pence (£206.11.7) having been overpaid by this Government on account
of the Royal Marines at San Juan, I have the honor to acquaint your
Grace that I have authorized the Treasurer to draw a Bill in the
usual manner on Her Majesty's Paymaster General for the sum of
Fifteen hundredPounds
Pounds (£1500), to repay this disbursement and to meet
future charges on the same account; and I request that your Grace
will be pleased to cause the Bill to be accepted on presentation.

As far as I could make out to this extent, that in order to obtain
payment of £206.11.7 due to the Colony he included it in a Bill
for the 1/2 yearly payment on account of Marines—drawing in Oct.
for what was not due till 31 Dec—but drawing for less than the
usual £1500 for Marines by £206.11.7.

I wd merely send copy to Treasy and inform Mr Seymour
that his draft has been paid. I think the drafts will do very well.

I alter this, because I
collect that the bill is drawn not exactly in
the ordinary course—to meet "certain" charges and till the Treasury
has looked at it, I do not like using phrases wh may be said to
have recognized its propriety, wh a recital is sometimes
considered to do.
