Seymour forwards a letter from Fowler, including all of Fowler’s enclosures, expressing Fowler’s dissatisfaction with Fowler’s current position at the Supreme Court of Vancouver Island. Seymour states Fowler can be placed in a position making £200 to £300 a year. Cox’s minute describes Fowler’s past position on Vancouver Island and states that

Mr Fowler was 2d Clerk in the Colonial Secretary's office Vancouver's Island to which he was appointed by the Govr in Dec 1864—salary £206. At the Union he, like many others lost his office. The Govr says he can give Mr F. employment with £200 to £300 a year as long as he behaves well.

testifying in favour of his intelligence and general demeanor.
J. Needham to Fowler, 9 July 1867, commenting on the zeal and
conscientious manner with which he discharged his duties.
