My Lord,
After considerable hesitation I have considered it but
fair that I should forward certain minutes of the Executive
Council respecting Mr Franks, whomthe the Duke of Newcastle
appointed Treasurer of this Colony.
2. I have no wish to prejudice Mr Franks in Your
Lordship's opinion but merely to show things as they are.
