I have had the honor to receive Your Lordship's despatch No. 5
of the
10 of January, enclosing a letter from
M Green,
late Acting Consul General at
Honolulupointing pointing out that British
Interests in the
Sandwich Islands will suffer if
Victoria be not
maintained as a free Port.

M Green is a partner in the House of Rhodes,
Green
and
Janion of
Victoria and would I doubt not be glad to see that
town supported as formerly principally by the taxation levied on
the people inhabiting the Mainland. The freedom of the Port, much
impaired before Union, has now been withdrawn,
but but I do not see that
the foreign trade of
Victoria need suffer, as the most liberal
system of Bonding has been established.
