Seymour informs Carnarvon that Kennedy’s despatch, complaining about a demonstration made by the United States Council at Victoria on the 4th of July, is not in Seymour’s possession and that Seymour has no communication issues with the American Authorities … on this Coast.Blackwood’s minute suggests sending Seymour a copy of Kennedy’s despatch, but minutes from Elliot, Adderley, and Buckingham recommend the despatch be put by.

My Lord,
I have had the honor to receive Your Lordship's Confidential
despatch of 1st of January respecting a complaint from the late
Governor of Vancouver Island in regard to a certaindemonstration demonstration
made by the United States Council at Victoria on the 4th of July.
2. I am not in possession of the despatch from Governor
Kennedy to which Your Lordship alludes, but I have not found it
necessary in any way to complain of the American Authorities
since I have been in communication with them on this Coast.
