The Secy of State's despt was entitled, at least, to an explanation of the omissions he pointed out.
Now forward the enclosures to the T-y with refce to Col: O. Lr of 30 Sepr.
I have looked over the items, & though provision is made for certain offices, & references for which no authority has been asked, I should say that they will have to be sanctioned. I refer specially to the proposed, & probably necessary apptment of an 1. Inspector of Steam Vessels—2. of a Puisne Judge—3. of an Assistant Surveyor to the Bd of Works—4. of a Light Ship, also very necessary (£4,000) and of £2,000 for public buildings at New Westminster. When items of this amount appear in an Estimate which reaches this Country nearly 12 months after the proper time, & new Offices are created it seems a farce to ask for the sanction of the Home Govt, which is scarcely left an option in the matter.

With reference to our letter of the 30th of Sepr to the Treasury, send them the Enclosures which were at that time missing of the Governor's despatch upon the appropriation ordinance.
