I have looked over the items, & though provision is
made for certain offices, & references for which no authority
has been asked, I should say that they will have to be
sanctioned. I refer specially to the proposed, & probably necessary
apptment of an 1. Inspector of Steam Vessels—2. of a Puisne Judge—3.
of an Assistant Surveyor to the B of Works—4. of a Light Ship,
also very necessary (£4,000) and of £2,000 for public buildings
at
New Westminster. When items of this amount appear in an
Estimate which reaches this Country nearly 12 months after
the proper time, & new Offices are created it seems a farce
to ask for the sanction of the Home
Gov, which is
scarcely left an option in the matter.
