I have the honor to transmit to you, for your information, a copy of a despatch from Sir James Douglas and a copy of the answer which I have addressed to Governor Kennedy.
You will see that independently of the subjectofManuscript image of the Civil List, which of course is confined to Vancouver Island, Sir James Douglas raises in his despatch the more general question of the union of both Colonies under one Governor, though with some distinct administrative Departments.
In conformity withtheManuscript image the intimation which you will find that I have made to Governor Kennedy, I shall be glad to receive from you, after sufficient experience and consideration, your opinions on this important subject.
