Franks reports that he will soon be able to confirm arrangements made between himself and
the Treasury regarding a view of entering into the Securities. He also informs Elliot he won’t be able to embark for the Colony until June.
Franks to Elliot (Assistant Under-Secretary)
5 John St, Berkeley Sq. W
May 5th 1864
Sir,
Immediately on the receipt of your letter of the 16th ulto
I placed myself in communication with the Officers of H.M. Treasury
with a view of entering into the Securities which your letter refers
to. I believe that I shall, in a very short time, be in a position
to report to you that the matter has been arranged.
In the meantime however, it may be convenient that I should
state, in answer to your question
regarding the date at which it will be convenient to me to embark for
the Colony, that with every desire to use despatch, I fear it
will be wholly impossible for me to name an earlier time than the
departure of second West India Mail in June.
Mr Elliot
As soon as we know that the security question is arranged
inform the Governor of this apptment and that Mr Franks will
take his departure in June.
