Seymour reports that the people of New Westminster have asked him to stay longer at Vancouver Island so that they have time to prepare a
ceremonious welcomefor him. Seymour chartered the HMS Forward and asks if payment for those services
should be made from Imperial funds, [from] the Colony,or from his
own pocket.

My Lord Duke,
As mentioned in my despatch No 1 of this date, the
people of New Westminster requested that I should remain
some days in Vancouver's Island while they made preparations
to give me a ceremonious welcome to this Colony. The reception
would have lost halfits
its formality had I landed from a
common trading Steamer amid a crowd of miners so it was
proposed that I should make a requisition upon the Senior
Naval Officer on this station for the services of a gunboat
to convey me to New Westminster. Captain Lord Gilford
accordingly placed Her Majesty's Ship "Forward" at my disposal.

I have given Lieutenant Lascelles of this vessel
the usualcertificate
certificate of his having entertained myself,
Private Secretary and three servants for two days. I hardly
know whether the allowance to Mr Lascelles for this service
should be made from Imperial funds, those of the Colony,
or from my own pocket. However that may be I would beg that
no hesitation be shewn in admitting Mr Lascelles's claims,
the subsequent adjustment would present no difficulty.

It is intended to require the N.A. Colonies to pay for the Land & Sea journies of their Governors; and, I think that if the Public is to pay in this case it should not be the British but the B.C. public.

I think that Public funds ought to pay, but I agree with Mr Blackwood that they should be Colonial and not Imperial funds. Inform Admiralty accordingly?

Will it not be as well to wait until the Admy tell
us the amount of claim. We can then ansr that it will be
paid, & instruct the Agents at the same time?

I think that this despatch to the Govr is very proper, and that we may also inform the Admy that, having heard that passage over, we have told the Govr that on being apprized by the Admy of the amount of the claim, we will cause it to be settled by the Colonial Agents.
