a copy of a letter which has this day been received from the Board of Treasury relative to the mode of adjusting the financial questions between Her Majesty's Government and the Colony of British Columbiaand informs Douglas that he will be permitted to raise up to £50,000 through a loan. Newcastle instructs Douglas
to use your utmost endeavors to effect the repayment of the various sums due to the Imperial Treasury within the specified time.

With reference to my Despatch No. 123 of the 13th of May I
have the honor to transmit to you for your information and guidance a
