I have the honour to acknowledge the receipt of Your Grace's Despatch of the 16th of May last enclosing the Queen's Proclamation for the maintenance ofNeutralityManuscript image Neutrality pending the hostilities existing between the United States of America and the States which have seceded from that Confederation, and conveying to me Your Grace's instructions that the utmost publicity should be given to the said Proclamation.
I have in reply to inform Your Grace thatIManuscript image I have duly carried those instructions into effect.
