I have the honor to acknowledge receipt of your Despatch
marked Secret of the 16th January last, indicating the course
which Her Majesty's Government wish should be pursued in regard
to persons or shipping belonging to any of the States which may
have seceded from the federation of the UnitedStates

and I beg to assure Your Grace that your instructions in this
