Newcastle forwards Douglas a copy of Instructions addressed by Her Majesty's Minister at Washington to Lieut: Colonel Hawkins for that Officer's guidance in the execution of his duties as Commissioner for marking out the Land Boundary between Her Majesty's Possessions and those of the United States.
