Newcastle informs Douglas that Cooper's request for a pay raise has
been denied, and that the question regarding his residency in British Columbia was addressed in
Newcastle's confidential despatch dated 5 September 1859.

Sir,
I have to acknowledge the receipt of your despatch No 220
of the 14th September forwarding an application from
Mr James Cooper, Harbor Master, for an increase of salary.
I request that you will inform Mr Cooper that in the present
financial position of British Columbia
