Sir,
I have to acknowledge the receipt of your despatch No 220
of the 14th September forwarding an application from
Mr James Cooper, Harbor Master, for an increase of salary.
I request that you will inform Mr Cooper that in the present
financial position of British Columbia it is
not in my power to accede to his application.
With regard to the question of Mr Cooper's residing in
British Columbia, I refer you to my despatch of the
5th September, marked
Confidential, which has been crossed by your despatch now under
acknowledgement.
