Colonel Moody, the commanding Royal Engineer in 
British
                  Columbia, having reported that the Provisions furnished by
               the Owners of the 
Thames City fell short during the voyage from this Country to that Colony, and that in consequence
               some of the provisions shipped on Government account were
               used for the subsistence of the detachment of Royal Engineers
               embarked on board her, I am commanded by My Lords Commissioners
               of the 
Admiralty to request you will state to the Secretary of
               State for the Colonies that the value of the Articles so
               consumed will be charged against the freight of the 
Thames City,
