I have the honor to report to you that I have made the
               following Appointments for the Services specified, upon the
               date noted.10
               2. With reference to the appointment of 
M Brew, who
               already holds the position of Chief Inspector of Police, I
               deem it right to explain that I was compelled to this
               arrangement by the force of circumstances. Matters were
               becoming complicated from the want of an active and intelligent
               Chief to supervise and instruct the Assistant Gold Commissioners.
               I was hampered 
by
by not having trustworthy and capable men at my
               disposal, and believed 
M Brew, from the fact of his selection
               at home for the appointment granted to him, and from my own
               experience of him, to be well calculated to act for the present
               as Chief Gold Commissioner, without such additional duty
               interfering with the efficient performance of his functions as
               Chief Inspector of Police. I appointed him to the Office, and
               I confidently anticipate that the measure will be productive
               of the beneficial results I was desirous 
of
