Storks forwards a letter which states that Corporal Spackman, R.E.
is in a state of health, at present, which would preclude his proceeding to join Colonel Moody in British Columbia.
Enclosed is a draft from Lytton to Douglas with the news on Spackman’s status; and Yorke to the Under-Secretary of State, War Office, advising that Corporal Spackman was still under medical observation and not healthy enough to proceed to British Columbia.

With reference to your letter of the 12th
November,

I am directed by Secretary Major General Peel to transmit
to you the enclosed copy of a letter from the Military
Secretary to the General Commanding in Chief, from which
it will be seen that independently of the objection taken
by Sir E. Lytton to a compliance with the application in
question from Colonel Moody, Corporal Spackman R.E. is in
a state of health, at present, which would preclude his
proceeding to join Colonel Moody in British Columbia.
