We have one instance of this (Blackwell referencing Coates). I'm trying to use <fo:page-number-citation> from a special <biblScope> formulation pointing at an anchor in the Coates, but right now I still get an "unresolved page-number-citation" error. This needs more investigation; the same system is working fine in the Contents page.
