task: change code that inserts dublin core in index pages

Have to figure out in the code that takes files from the CanMys database and generates the site, how to detect files flagged and "index" files and in the code that generated the Dublin Core tags, ensure that the filename contains "index" rather than the record number of that file in the database (for french and english):

Canadian Mysteries

The Canadian Mysteries site consists of a production site containing 12 mysteries, a containing shell and 30 mysteryquests; and a database-driven development site. HCMC took over tech support in summer 08. This blog documents work done on the site from Sept 08. Earlier work is documented in the depts blog in posts prepended with CanMys
