I'm focusing for the moment on vol 19, and started marking up the third article for that volume this morning. Did the initial setup and metadata, and the first para, which raised an issue with regard to the initial drop-cap; the article starts with a quote, so it's not clear whether the drop-cap should be the quote mark, or include the quote mark. Wrote to JT about this.

Note: Decision came down to include both the quote mark and the first letter in the dropcap tag <hi rend="DropCap">). This is now policy, as the volume has been printed.
