I have a basic conversion going which produces well-formed TEI files from the INDEX1.xml and other existing location files. It was a bit tricky, and there are still a few things to iron out, so it's not done yet. There's also the issue of having to move to a larger schema to enable the use of elements that weren't available before. But I should be able to get this bit of it finished tomorrow.
