Fixed a bug in bios

Changes to the processing of notes last week broke the bios page (where the bio content is in note form). Added a couple of tweaks to the XSLT to exempt <note> elements inside <person> elements from normal note handling.

In the process, I noticed that SM's addition of reference elements to the bios is a bit scrappy in its use of punctuation and spacing, so I fixed those up.

Colonial Despatches

The Colonial Despatches is an XML database project which is creating a digital archive containing the original correspondence between the British Colonial Office and the colonies of Vancouver Island and British Columbia. The project lives at http://bcgenesis.uvic.ca, and the web application runs on the Pear dev Tomcat. The XML data is managed in SVN at http://revision.tapor.uvic.ca/svn/coldesp/.
