ACL issues on 133 subnet

ISE reported a problem connecting to a service on quince (port 9999). I am able to connect from my workstation but nowhere else. Judy asked me to start up the mediadb service and we had the same experience. So that's two different machines runnig different services (IIS and Jetty) with connection problems from everywhere but my R&D workstation. Rooting around I figure that an ACL on the switch (or higher up) has been adjusted. I submitted a trouble ticket with an ASAP on it.
