To avoid confusing users who don't need to see/edit the ID, leave it hidden and add an option to preferences to enable it for users who do need it.
Error checking should be simple: if the ID in the visible/editable ID field changes, check it and yell if it exists. That is the only place where a collision could occur.
Part 2: Templates
I suspect (with admittedly no evidence) that structured annotations will be as important as the current unstructured ones. While IMT can handle structured annotations now, it has proved to be an awkward and error prone process.
Granted it would be considerable work to implement. The UI part is not too difficult; there are Delphi components available that would do exactly what was required. The difficulty is that the component would need to be configured dynamically, based on the template. Then a back end would need to validate the user input and format it as XML, again based on the template.
I think I could probably do it in something like 2 - 3 weeks (just guessing, that's not a estimate). However, there is no way I will have time within the scope of the Scraps project.
If "vital" means Scraps is impossible without these features in IMT, then they are not "vital". The Scraps project is not dependant on either of these feature requests, though they are both highly desirable.</description>

The German and Italian ones seem to be OK (although they're not complete, because they were created for earlier versions). So the translation system does seem to be working, but there's something different about the Chinese file. I'm wondering if it ended up being in a different format for some reason; perhaps it was edited directly rather than created using the translation interface. I'll have to contact Marcus B. who contributed it, and ask how it was made. I'll have a good look at this next week.
